Powhatan Point Community Urban Redevelopment Plan

 

Powhatan Point Community Urban Redevelopment Plan (the “Plan”) describes the redevelopment of the downtown, Route 7 and 148 commercial areas.  These efforts surround the primary establishment of a riverfront resort, downtown mixed use riverfront hotel/extended stay rental/retail/office/entertainment, river port cruise line docking, combined mixed use  rental /time-share housing retail mall with office facilities, townhouse housing, assisted living and medical office complex, Route 7 corridor townhouse and retail mini-mall facilities, Route 7 reconstruction, complimentary modular manufacturing factory, and recreational area offering broad year round activities.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

The Plan includes the relationship with engineering/construction/hospitality-manufacturing management/investor firms, coordination between stakeholders, and a community development and financial plan definition through native american/community involvement to direct such purposes.  The organization has been formed and Community Development Corporation application approved for submittal to the State of Ohio and the U. S. Internal Revenue Service as a Corporation of the Internal Revenue Code, or the corresponding section of any future federal tax code.

 

 

General Powhatan Point Features and Proposed Redevelopment

Powhatan Point is a rural Appalachian community that directly fronts the Ohio River along the scenic Route 7 of the Ohio Valley (http://en.wikipedia.org/wiki/Powhatan_Point%2C_Ohio).  It’s current community status under Ohio’s New Market Tax Credit Program designates Powhatan Point as a severely distressed area and primary candidate as a Community Development Entity.

 

Powhatan Point is ideally suited as a destination community, being centrally located in the mid-east region, approximately 15 miles south of the Wheeling, WV, and the Interstate 70 corridor, easily accessible by car from major cities including Indianapolis, Cleveland, Louisville, Philadelphia, and Washington, DC.   The community offers a scenic setting in the Ohio Valley, directly on the  Ohio River, combined with cultural arts/recreational facilities, to provide a leisure get away setting for tourists, vacationers, conference attendees, time-sharers, and short-term the away from home gas industry personnel clientele. Augment the setting with the upscale rooms offering extended stay amenities further reinforces the ADR pricing and enhances occupancy goals.  Powhatan Point's unique Ohio River location provides a third accessible waterway route, which serves a growing river cruise industry.

 

Powhatan Point straddles the border of Belmont County (http://en.wikipedia.org/wiki/Belmont_County,_Ohio) and Monroe County (http://en.wikipedia.org/wiki Monroe_County,_Ohio), where the economies are growing dramatically from the gas industry after a decade of downturn from the loss of steel/chemical/steel/aluminum/coal-power industry.  Over the past 3 years the gas industry has begun moving south with expected 150 well permits in next 2 years, due to initial gas well success. A dramatic increase of $30B for construction of several major pipelines, several mini-cracker facilities, and a new gas fired power plant, all within 3 miles of Powhatan Point.

 

The long term CURP expansion plans, include:

  o    7 Phase Downtown Riverfront Resort Projects

  o    Powhatan Point Resort Recreation Area

  o    Murray Renaissance Center-Office/Retail/Time Share/Recreation

  o    Powhatan Point Medical Center - Rehab/Assisted Living Annex

  o    Townhouse Residential Housing

  o    Powhatan Point New Wastewater Treatment Facility/Line Construction.

  o    Route 7 Realignment Construction

 

The downtown riverfront mixed use structures utilize modular stackable building blocks that are replicated where ever possible.  Functioning as resort strategy offering scenic waterfront views, stern wheeler/boat marina/cultural/entertainment venues unique to the area, which creates a destination focus for many individual interests.  Residential structures will focus primarily on one/two bedroom lease units to service near term gas industry, while long-term using same units as a get-away vacation/time-share/tourism market requiring extended room demand.  This also includes added office/retail/food/entertainment/cultural arts facilities.

 

The Murray Renaissance Center mixed use shopping/office/housing village concept  redevelops unused coal tailings land creating revenue generating businesses for the community with a live/work/shop quality-of-life environment.  It also provides shopping access/appeal for the Belmont/Monroe County region, drawing-in retail purchasing power, while enhancing opportunities to participate from the adjacent resort venues.  Additional plans for a hotel/conference center, office complex, medical arts/clinic/assisted living complex, dedicated museums, historic Native American village site reconstruction, recreational and entertainment facilities will further interest early investors.
